Applying of cenomar is not difficult, however, the releasing of the certificate are depends on the PSA. Sometimes it releases after 1 week or even days only. So if you’re planning to complete the requirements of your marriage, it is highly recommended to start getting the cenomar.

Three (3) Ways to Apply Cenomar or Certificate of No Marriage Record

A: MUNICIPALITY

Cenomar is available in your designated municipality, here are the simple steps to acquire the CENOMAR in the municipality.

Requirements:

  • Application Form of CENOMAR
  • Fee for CENOMAR Certificate (P310 per copy)

Procedure:

    1. CIVIL REGISTRAR

      Proceed to the Civil Registrar and ask for the application form of Cenomar.

    2. APPLICATION FORM

      Fill-up the application form for the CENOMAR following this information.

      Proceed to the windows cashier for the payment. (P310 per copy)

        • Prices may change without prior notice.
        • Municipality Fee is higher than PSA Office, due to their processing fees.




    5. SUBMIT THE OFFICIAL RECEIPT

      Return to the Civil Registrar to submit the official receipt of PSA Cenomar.

    6. OFFICIAL RECEIPT FOR RELEASING

      Receive and keep the Official Receipt for the releasing of the Cenomar Certificate

B: PHILIPPINE STATISTICS AUTHORITY OFFICE (PSA)

The other way to get the cenomar is to visit directly at the Philippine Statistics Authority Office (PSA Office). Getting the cenomar in the PSA Office is one of the fastest ways to obtain your cenomar, it takes a few hours or a few days only.

Procedure:

  1. PSA FRONT DESK

    Proceed to the PSA front desk and ask for the Cenomar Application Form.

  2. APPLICATION FORM

    Fill-up the application form for the CENOMAR following this information.

    Submit the cenomar application form to the desk officer and show your (1) valid government-ID. He/She will check your application form and valid-id if there is a discrepancy between the form and id.

  4. TRANSACTION NUMBER

    Get the transaction number and wait for the number that will appear on the monitor.

  5. APPLICATION FORM CLARIFICATION

    Give the application form and the desk officer will clarify to you the information details in the form to make sure everything is correct.

  6. PSA CENOMAR PAYMENT

    Give the PSA Cenomar Payment. (P210 per copy)

  7. OFFICIAL RECEIPT FOR CENOMAR

    Receive and keep the official receipt for PSA Cenomar.

    • Windows cashier will advise to you when do you receive your cenomar certificate.

  8. SCHEDULE FOR RELEASING

    Releasing of the Certificate of the CENOMAR is depending on the schedule given to you. Most of the time, you will receive it on that day or you will wait for a few days.

    Important Notice: The “TRANSACTION NUMBER 423” in your receipt will also your transaction number if you claim the Certificate of Cenomar in the releasing window of PSA.

1. VISIT THE PSA WEBSITE

Go to the PSA Website at www.psaserbilis.com.ph.

2. PROCEED TO ONLINE REGISTRATION

Choose “Step 1” and click the “Request Now” for the online application form.

4. CONTACT AND DELIVERY INFORMATION

Sign your contact details for the delivery information. It is required to fill out your complete details on this page including your:

After you submit the contact delivery details, you will receive confirmation details that your personal information is correct. There is also an agreement about the schedule of the delivery, consent/confirmation and other agreement for the delivery information.

Once you read the agreement confirmation, just click the “Confirm” button to continue for the next step.

7. ADD REQUEST FOR CENOMAR

Fill out the cenomar application with this following details:

  • No. of Copies
  • Complete Name
  • Sex

Note: Make sure to fill out the purpose of your application to “Marriage“. If all the details in your application are correct. Just click the “Save” button.

You will receive a confirmation of your application form. However, if you decided to change or edit in your form, just easily click the “Change/Edit” button. Then click “Confirm“.

9. REQUEST SUMMARY

After you confirm, the request summary page will appear and you can see the type of your request including your personal details, no. of copies and the certain amount of the cenomar.

Once you are done to fill out the cenomar, just click the “Submit” button to send the request and prepare for the payment method.

After you submit the application, you will receive a “Batch Request Number” to your cenomar request.

Important Notice:

  • If you are unable to receive your cenomar certificate and you are authorizing a representative to do so on your behalf. a  make sure that your authorized representative will have to present the following to the courier:
    • Authorization Letter including your sign.
    • Your valid ID (with photo and signature)
    • The valid ID (with photo and signature) of your authorized representative.

Upon the payment of your cenomar, Make sure to remember your “Batch Request Number/ Request Reference Number“. You will use it when paying your request.

Note:

  • Use the Batch Request Number when paying for all requests in the batch.
  • Use the Request Reference Number when paying for a particular request only.
Remember that there are two types of payment.
  1. It is for delivery within the “Philippines“. – via credit card, bank branches and bayad centers.
  2. It is for delivery to “Other Countries“. – via credit card, remittance partners abroad and foreign correspondent banks.

FREQUENTLY ASK QUESTIONS

    1. When will I receive the documents?

      The documents will be delivered for 3-13 working days after the payment, depending on the type of documents and your delivery address. (Please refer the schedule below)

      • Metro Manila: 7-9 working days after payment
      • Other cities/provinces within the Philippines: 8-13 working days after payment
      • Other countries: 6-8 weeks after payment

        Note
        : In case your request will require retrieval and manual search from the paper archives and PSA microfilm, just Add 10-15 working days (you will be informed through email if such is the case).
    2. It is possible for faster delivery for other countries?

      Special courier service for PSA Serbilis for delivery addresses outside the Philippines is through FedEx. Delivery charges for this special courier service shall be to your account. Please visit www.fedex.com for the rates and delivery schedule.

      To book and ship your PSA (NSO) certificates, please email the following information at info2@psaserbilis.com.ph:

      • Paid PSA Serbilis Batch Request Number
      • Active FedEx account name and account number (to which shipment cost of your document will be charged)
      • Delivery type (Priority Delivery or Economy Delivery)
      • Complete consignee’s name and delivery address (this must be the same as the
        Requester’s/Document Owner’s name)Just indicate “Special Courier” in the Subject Line of your email.The FedEx account name and account number must be the requester’s/document owner’s own account. PSA Serbilis cannot book the shipment if the FedEx account name and account number do not match with the requester’s/document owner’s name.PSA Serbilis will not be liable for misdelivery and/or loss of documents; any issue regarding delivery should be coordinated by you directly with FedEx.Special courier service requests are subject to confirmation by PSA Serbilis.
    3. How much do I pay?

      • Cenomar Philippines – P430 per copy
      • Cenomar Outside Philippines – $25.30 per copy
    4. How do I check the status of my cenomar request?

      • You can check the status of your request on the PSA Serbilis home page. Enter either the “Batch Request Number” or “Request Reference Number“.
      • For any other inquiry regarding the status of your request, please email them at info@psaserbilis.com.ph or send your questions at psaserbilis.com.ph/Secure/ContactUs.aspx.
    5. If I changed my mind, at what point can I still cancel my request?

      • Once you have already paid for your request, you can no longer cancel it. PSA Serbilis adopts a NO CANCELLATION policy for all its services.
    6. Can I request a refund?

      • PSA Serbilis adopts a NO REFUND policy for all its services.
      • All certifications issued by PSA are considered rendered service. All requests submitted via PSA Serbilis and paid through the available payment channels will undergo processing under the Civil Registry System of PSA. Thus, these constitute rendered service, regardless of the result.
    7. For cases of unsuccessful delivery, can I request for my certificate to be redelivered

      • The following cases will result in an unsuccessful delivery
        • The consignee, his authorized representative or the document owner is not around, could not be located, or does not reside in the address indicated in the consignment note.
        • The consignee, his authorized representative or the document owner refuses to accept and/or properly and completely accomplish the forms to signify receipt.
        • The address of the consignee is not complete/incorrect.
        • Unsuccessful delivery is considered a rendered service. PSA Serbilis does not allow redelivery.
    8. What is the difference between the BATCH REQUEST NUMBER and the REQUEST REFERENCE NUMBER?

      • Use the Batch Request Number when:
        1. You are paying for ALL requests in the batch; or
        2. You are inquiring about the status of ALL requests in the batch on the PSA Serbilis website (“Check the Status of Your Request”).
      • Use the Request Reference Number when:
        1. You are paying for a PARTICULAR request;
        2. You are inquiring about the status of a PARTICULAR request in the PSA Serbilis website (“Check the Status of Your Request”); or
        3. You are inquiring about the location of a PARTICULAR request with our local courier.
